Understanding Congressional Hearings

Federal Congressional Hearings are produced when Congressional Committees hold hearings regarding bills or other matters.  Hearings may provide some indication of legislative intent, but since their purpose is to provide information to legislators (often from outsiders), they are not always helpful.
