Understanding Congressional Debate

Federal Congressional Debate is found in the Congressional Record and its predecessors (Annals of the Congress of the United States & Congressional Globe).  Congressional debate is helpful to see what individual legislators had to say regarding a bill, but is often criticized for not necessarily portraying the intent of the legislature as a whole.
